Advice in that category recommends that "the goal should be spelled out before developing the plan for the training program." The category "What Does the Employee Need to Learn?" includes such thought points as "Are there certain skills and techniques which trainees must learn?" and "Will the employee need instruction about departments other than his or her own?"
