In the slump following the technology bust and the September 11 terrorist attacks, the Kellogg School of Management's non-degree executive education enrollment fell 30 percent. Stephen Burnett, associate dean of executive education at Kellogg, expected corporate clients to return to campus fairly quickly. It didn’t happen.
