Hello, What is the best structure for compensation and benefits manager, should they come under finance or HR? What is the reason why? Thank you.

It should not be under Finance (nor should any part of HR) for the following reasons:
1. Finance does not need to know the individual compensation packages of each employee.
2. Finance does not need to know the individual health care selections or issues for each employee.
3. Compensation and Benefit Plan design issues should not be decided in an organization that is predominantly concerned with the cost/expense of a program.
I have have had heads of Finance ask me questions that were frankly none of their concern. If it this person was my boss how could I deny responding? No HR person should be in that position..............
