I have used hour doc before, but it has a very limited options.
I tried over 20 products before finally finding a great package, rota horizon made by www.thinking-software.com

Currently use Replicon...never really had a problem.

You may also want to consider TC-1.
TC-1 allows you to dramatically reduce payroll preparation time, eliminate manual calculation errors from employee timesheet records, schedule work efficiently, and improve profitability/efficiency.
