I know that there are a large range of issues that make a company the employer of choice; BUT can anyone suggest some of the more innovative employment conditions they have used or heard of for encouraging employee confidence in the company (e.g. paid parental leave)

I think open communication is one of the most important - it creates an environment of
trust and a long term relationship - most perks come and go

Pay and benefits help get people through the door but, after a while, most of these become a maintenance function. What becomes more important is the type of work, the opportunities for advancement, the working conditions, leadership, other employees, etc that become more important in creating and maintaining the employer of choice aura.

I'm speaking in generalities, of course. There can be many exceptions. For example, Cisco in the 90's wasn't the world's best company to work for in terms of management and working conditions, but it was easily a top employer in Silicon Valley because the stock options made lots of people rich very quickly. Apple Computer, on the other hand, has had a sustained record as an employer of choice in Silicon Valley because of its environment, pay and benefit practices, innovative technology, and very careful employee selection processes (amongst other factors) - even when its employees weren't making oodles off stock options, it was still an employer of choice.

I agree with some of the things mentioned. But to become an employer of choice, your employees need to be happy in the their workplace--- with their Total Compensation Packet.
You can leverage their contentment so that they serve as advocates for your company. It is all about branding, in my opinion.

If they are happy they are talking about the company and their experiences and recommending and referring people to work at your place of employment.
