Rules on Listing Jobs for Veterans Released
In the wake of the closing of America’s Job Bank, the Labor Department’s Office of Federal Contract Compliance Programs has released regulations on how federal contractors must list employment openings for veterans.

America’s Job Bank, which closed July 1, previously provided federal contractors with a means to post jobs and still comply with OFCCP job posting rules.

The changes, required under the Jobs for Veterans Act, include expanded categories of veterans who are protected by affirmative action provisions of the law, as well as requirements for job postings by federal contractors.

Contractors can meet the mandatory listing requirement by listing job openings with the appropriate state workforce agency job bank or local employment offices. Many state workforce agency job banks accept job postings via the Internet, and a list of hyperlinks can be found at www.jobbankinfo.org. Contractors may use third parties, such as private or nonprofit sector job banks, Internet gateway and portal sites, and recruiting services and directories to assist them with the transmission of job listings.

The new rule becomes effective 30 days from August 8, and only applies to government contracts of $100,000 or more that were entered into or modified on or after December 1, 2003. Government contracts of $25,000 or more entered into prior to December 1, 2003, will continue to follow the existing veterans’ jobs regulations, which are available on the OFCCP’s Web site.

A copy of the final rule and frequently asked questions also are available here on the OFCCP’s Web site.
