Adoption Benefit Policies

I would like to implement an Adoption Benefit policy for my organization. I have the basic policy crafted ($2,000 annually, eligibility after one year) but would love any suggestions, hints, or cautions that I should be aware of, especially with regard to taxation of the benefit. Thank you in advance.

Our policy says that an employee will be reimbursed for up to xxx dollars after the adoption is legally finalized. At that time they can submit expenses and then are paid through our payroll system, as if it was a cash bonus. Federal and local taxes are withheld. We tell employees to then see their tax professional to determine if the expenses are taxable or not.

Good luck. This is a wonderful policy to have in place.
