We are a small firm and every absence is noticed, therefore, we have
implemented a fair sick day policy allowing 10 days per calendar year.
However, we have noticed some abuse and are wanting to implement a 'reward
system' to recognize employees who have not used sick time. One way to
approach this is to offer a 'conversion program' of sorts. What I would
like to suggest is that any employee not using any sick days in a calendar
year are 'rewarded' with an additional 2 or 3 days of paid vacation. My
problem is that I don't really know how to word the policy without
offending those who will take sick days, or encouraging people to come in
even when they are sick.

Any suggestions?

You won't likely be able to word it in a way that somebody somewhere won't feel slighted. In my experience (and I work exclusively with time off programs) reward programs do nothing to stop abuse, and good employees who have legit absences lose out. You could offer a cash incentive based on the number of unused sick days that is on a sliding scale so that people who have a couple of absences still get something.

I am implementing something similar - we have a big abuse problem. We are going to give 2 (factory) or 3 (office) extra days to those people who miss less than 5 days/year, leave early less than 8 days/year and are tardy less than 10 days/year.
Good luck!

Thanks for the suggestions, I will have to explore this option a little further.

I've never quite understood the concept of giving paid time off as a reward for not using paid time off, especially in a small company where the goal is to promote attendance.

Currently, we pay for unused sick time at the end of the year, at the employee's current rate of pay. It is a reward for those who don't use sick days for those "just don't feel like going to work" times. Employees who do have to use their sick time are not penalized - they receive the paid benefit in the first place.

Does anyone know if you are required to pay a terminated employee for unused/accrued sick pay? Is it like vacation pay? I just started working for a company that allows employees to "bank" unused sick pay and some of them have quite an account.
