Does anyone have an opinion on the benefits of paying temporary or permanent employees on a bi-monthly as opposed to a monthly period?

I personally don't think ANYONE should be paid monthly. That makes it extremely hard to budget. I have no firm opionions regarding twice a month versus every other week. Check your state laws, though; many states have requirements that employees must be paid at certain frequencies.

Each state has it own regulations depending on the type of work these employees are performing. You might want to check them out before coming up with your own.
You can find a good summary at http://www.dol.gov/dol/esa/public/programs/whd/state/payframe2.htm
