For the past three years I was involved in setting up the infrastructure for the human resources division of a high-tech start-up company located in Northern Virginia. The range of % increases were generous: Outstanding =16%, Highly Effective =12%, Effective =8-10%, anything below an Effective received 0%. I think geographic location plays a large role in your pay raise scale. For example, Northern Virginia is considered "the new Silicon Valley."
