Can anyone tell me if your company chooses to contribute financially for employees to purchase health insurance through an outside vendor? If you do, what are the tax implications?

We are working with companies on a new plan called a VEMA. It allows employer (pre-tax) and employee (post tax) contributions to purchase from a menu of benefits---including health insurance. The employee manages the funds like in a 401k and can even invest them in funds.
