We are an agricultural-based company. We installed already a team incentive program for production related function only. This is tied up on the quality and quantity of output per man-day from production group. However, engineering and administration group are now asking that they should be included in the incentive scheme. How can we include them if we cannot measure their outputper man-day? Please help in resolving this issue.

One suggestion that you may want to consider is a different program for these groups, that will also help you to achieve your overall corporate objectives. Even though you cannot measure their output per man-day in the same way that you measure the production, there are other ways to measure the success of this program.
They key is to know why you would run a program for these groups in the first place? What are your objectives? Is it solely because the engineering and administration group want to be included or is it because you can create a business case to support a program for them? What would happen if they weren't included in a program? For example, would morale decline? What would the hard and soft benefits be if you did include them in an incentive program?
If you determine that you could create an incentive program that would provide a ROI; whether it is through an increase in retention, cost reduction ideas, improved morale or team building, lower sick days taken etc., then I suggest that you proceed.
The measures that you will use will be dependent on your overall objectives. However, each objective must be quantifiable and measurable and be obtainable by the majority of the target audience.
