I just looked at the Radford Benefits Exchange Survey for 2000, and overall total survey was 27.3%. This number varies based on the number of employees in the company.

Did you try SHRM- surveys? You need to have a membership account in order to access that information. I am trying to find information on doing an internal survey on employee needs regarding benefits package. I want do send out the survey and evaluate it myself.

You might try the Bureau of Labor Statistics at "www.bls.gov.ebshome.htm".
Their stats are a little old but may prove helpful.
