I manage a commmunity education not-for-profit that has for years paid an annual bonus to staff based upon criteria that are supposed to be "above and beyond the call of duty" but are never-the-less pretty inane e.g. wearing name badges, attending extra, but relevant meetings etc etc. I guess I have a choice to either abandon the cheme and just include the bonus in each person's salary, or come up with another scheme. Is anyone able to direct me to a site with practiacl suggestions for bonus critiera that I can adapt as necessary?

You could use a variety of criteria - whatever fits your actually needs and will promote accomplishment of your organizations goals. The classic basis is management by objectives - accomplishe quantifiable objectives and bonus is earned. Some organizations modify this with success of the overall organization as a factor (ex 50% of the bonus).

Seems like the organization has long since lost sight of what behaviors the bonus was intended to promote. Time to step back, figure out what you want bonus payments to do for you other than put money in pockets.

If your employer is rewarding behaviors that should be basic expectations then indeed it has lost sight of the purpose bonuses were meant to serve. I suspect a sense of accountability is also absent.

You will have to work hard to overcome the entitlement mindset that employees have toward the "bonus." In order to accomplish this task you absolutely, positively, must have buy-in from the Powers That Be to make changes. You also must be on the same page about what is supposed to be rewarded.
