Need some advice on this situation:

A manager assumed greater responsibility a few years ago and received an increase in pay. The manager has handled the increased responsibility well and perform above average. They are a long term employee. Some of the extra responsibility is being reassigned to another employee who is an emerging leader. This was not the manager's request - other factors drove this decision. There is discussion of either reducing or redlining the manager's pay. They feel punished by this decision since they have performed well and have not asked to give up any responsibility.


What questions would you be asking?
How do you balance the perspectives?

A newbie HR person who is trying to understand both perspectives and give good advice to management.

My questions to guide senior management would be as follows (not necessarily in this order)

1. Do we really want to keep this person?
2. Why are we "punishing" him?
3. Does loyalty have any value?
4. What might be the reaction of other folks who see this treatment? Do we care?
5. As the HR person what message do you want me to carry forward when asked about this change?
