Is there any way that health plan premiums can be legally taken out pre-tax sans section 125? POP only, not FSA.

No, you need to have a POP Section 125 plan setup. Your insurance carrier probably has a standard one they will give you for free (UHC did this for us at no additional cost).

Why not just set up a POP? It's pretty inexpensive and it takes care of itself.
