If an employee's company service vehicle, which is parked at his home, is broken into after hours (to steal what should have been kept out of sight according to company policy, is the time used to reporting the break in to the police and glass repair for the vehicle counted as compensable time worked? Since it involves a company vehicle, I'm thinking yes.

I am assuming that this is an hourly or non exempt employee.

Yes any time spend on company business is eligible for compensation. Did you not want him to report the incident until his regular workshift?

You have to pay him for all time spent on company business. Who owns the vehicle and whether or not he broke company policy are both irrelevant.
