If we have a POP in place, are EEs obligated to have deductions taken out Pretax? If they want to be able to cancel during the plan year, can they opt to have premiums taken out after tax?

You didn't clarify much there. California Choice appears to be a small group consortium plan that represents BCBS of CA, Kaiser, Sharp Health Plan and Western Health Advantage amongst other carriers. Most carriers do not allow new group coverage mid-month. For example, if an employer group applied for coverage on November 3 and was approved by the carrier on November 18, the new group coverage would kick in on 12/1, not 11/18. Some carriers do have effective dates that are mid-month, but they are typically confined to the 15th of the month.
The employee handbook listed on Cal Choice's website supports this viewpoint in that an employee's effective date of coverage is the first day of the month following the completion of a group's waiting period. The handbook also goes on to indicate that changes are only allowed during the annual open enrollment period. If a representative from Cal Choice provided you with different information on an eligibility related question, I would suggest clarifying it with them since they administer the plan and would have final say on all administrative matters.
