On the Spot Employee Recognition Program

I am trying to develop an on the spot recognition program in an attempt to reward our "star" performers. I think monetary awards would be more meaningful to our hourly work force. However, I'm not sure whether to have one set amount or tiered based on what the employee did that was over and above. I am usually not a big fan of these types of programs as I've seen too many of them become popularity awards, or be perceived as favoritism. Any ideas are welcome.

NO matter what you come up don't forget that all amounts are taxable income so that there is no disappointment when you advise that an award is $50 and they net $35.
