If we reduce hours and an employee becomes eligible for unemployment is the 7 day waiting period (in most states) calculated for each day they are short or is it just a continuous 7 days? Also if their hours are reduced but they still earn more than their weekly unemployment benefit is $0 dollars payable or do they get the minimum?

Different states have different UI rules. You should check your own states UI office - most if not all have an online site that can provide you with answers.
