I have employees who change their emeptions on a regular basis -to save money for a vacation, for example, or pay debts. They might change them back after a while, or not. Am I responsible for the number of exemptions they claim? I warn them that they may have to pay extra taxes when they file a return, but allow them to change their W-4. What's your take on this?

As long as the form is valid, and filled out "correctly", the employer is not responsible for what the employee does unless the IRS sends the employer a letter stating so.

If you have employees that are changing too often, based on IRS Publication 15, you can limit the # of changes...I forget the exact language, but it is something like "this change must be processed no later than the first payroll after the end of the month in which it is signed" I don't have time to look up the exact quote now, but it basically makes it about once every month or so.
