Banked overtime

As a CPA firm going into our busy season, our staff is required to work addtional hours(evenings and weekends) in order to meet the filing deadline. This year, we'd like to start a banked overtime program for all staff (professional and administrative). The first 60 hours of overtime worked would be "banked" to be taken as time off during our slower period in the summer months. My questions are:
1) Can we force someone who is required to work extra hours to bank that time instead of being paid for it as earned?
2) Can the employer set a policy that banked hours must be taken by a specified time or the time will be lost?
3) For those administrative/clerical staff who earn time and a half, would we have to give them the time and a half in hours off?
3) Sonme of our employees administrative and professional) are on salary, but most are hourly. Some of the professional staff are not licensed CPA's, but work as staff accountants. Are the CPA's exempt from overtime (salaried and hourly) and are we required to pay overtime to the staff accountants if they are not licensed?

Yes if they are exempt no if they are non exempt

Salaried designation is irrelevant. Licensig is irrelevant.
Only the work duties count and to be exempt the duties must be in the great majority task descretionary. In general all hourly staff regardless of what they are doing are non exempt and must be paid overtime as soon as earned.

Suggest you go to the DOL website and read up on FSLA and overtime pay requirements in particular.
