If a company goes out of business, do employees still have the right to elect COBRA? Can they contact the insurance carrier directly to do this where the company has not provided the requisite notices

If a company goes out of business, do employees still have the right to elect COBRA? Can they contact the insurance carrier directly to do this where the company has not provided the requisite notices?

if you go out of business you cannot offer COBRA since there is no group. Cobra is based on a group's existence.
