Withholdings from Employee paychecks

A refridgeration company sends it's techs into the field to do repairs. Once the tech has finished the repair, they must get someone from the business to sign off on the repairs.

A refridgeration company sends it's techs into the field to do repairs. Once the tech has finished the repair, they must get someone from the business to sign off on the repairs.
Some of the techs are forgetting to get these invoices signed, so some of the customers are refusing payment for the work done.
The company is threatening to withhold the lost compenstation from these businesses from the employees that failed to get the signatures.
I am pretty sure this cannot be done legally withhold some type of signed argeement in place with the employee, but I would like to hear what others think.
The company is based in Colorado.

Instead of withholding pay, failing to have the invoices signed should be treated as an infraction subject to disciplinary action.

Exactly. Threatening to withhold pay is a knee jerk reaction to a situation usually indicating a rather primitive if not juvenile level of management sophistication.

That is my thought, however, it was only decided recently to do this. Prior to this communication, they were only required to have 1 customer sign off on the work.
