Possible change in laws mandating paid sick time

Sorry another question from me on this topic:

I've read that Obama will be pushing for his Healthy Families act, which would include a law requiring companies over a certain size to offer 7 days of paid sick time. I've also read that it's possible that companies offering earned paid-time-off (grouping earned vacation time and sick-time in one account) would have to add the specified number of additional and separate sick-time days to it.

This is a similar to something Ted Kennedy was pushing for, and I’ve read that in his bill, companies offering earned time would indeed have had to add the additional and separate sick time, and that a company COULD NOT separate out the two classes of time after finding out about this bill.

Has anyone else become aware of this, or know anything more about it? Does anyone have an opinion on a scenario of REDUCING earned-time and considering it all as reduced vacation time if a law comes about requiring companies to add additional and separate sick time?

Hope this makes sense.

The HFA came close to being on the November, 2008 ballot in Ohio, but the supporters were persuaded by the Governor to remove it from the ballot in order to keep it from becoming a republican rallying point and based on an alleged promise from Obama to implement the measure once he was elected. In Ohio you would not have been able to reduce any related benefits (including vacation time) after it was voted into law, so many companies had implemented plans to make the benefit changes the day before the election. I haven't seen it come up yet in the list of pending federal legislation, but it will.
