There are pros and cons to both.

I have the CEBS -- it does lack in some basic HR areas such as unions, workers compensation/safety because it focuses on benefits and compensation.

The PHR tends to focus on overall HR and not so detailed on benefits/compensation.

Plus the PHR is just one test (but harder) and the CEBS is a series of topics/exams. And you can get sub/mini certifications through the CEBS program. If you are wanting to stay in benefits/compensation or move up in HR in that subgroup, then the CEBS is worthwhile. If you are wanting to become a wider HR person, the PHR might be more valuable as it tends to look better on a resume.

I was working in Benefits (401k and executive benefits specifically) when I took most of the exams. When I moved to a client doing all of HR, I finished out the rest of the testing. It has definitely helped me in knowing the details of comp/benefits. Those are definitely my stronger areas of expertise. Someday I want to take the PHR....but haven't dedicated myself to the task yet and I wanted to get more overall experience before taking it.

So I would say it depends on where you want to go career wise. There is nothing stating you can't get both.
