Hello – I am looking for best practices on internal pay practices.
My organization is headquartered in MA and I am located in CA.
My company uses non-actual hours worked i.e. holiday pay, jury duty pay, bereavement pay, and PTO pay to calculate overtime pay.
Is this a common practice?

What you describe is not common payroll practice. Overtime hours are based on hours worked - with "worked" being the key word. That being said -- I did work at a company that used non-worked hours in their OT calculations. They were a non-union facility trying to remain non-union. I think they are the exception rather than the rule (at least here in Missouri).

I agree that would be the exception rather than the rule. Most companies use "hours worked" in that calculation unless a collective bargaining agreement requires otherwise.

We fall into the union free and trying to stay there. Our OT calc includes holiday, vacation, jury duty, and bereavement. Came about over many years and, obviously, now tough to change.

We don't include any of that. Only OT for hours worked.
