If an exempt employee normally works 80 hours every 2 weeks- (8 ten hour days)and during that time takes 3 full days off- but works 52 hours- do we deduct 30 hours of PTO or 28 hours?

It totally depends on your company policy. There is no federal law that requires PTO or how it is accrued/paid out. Just that an exempt employee receive a full salary in any week in which the employee works (with limited exceptions).
At our company we would credit back the extra hours worked as long as the employee let HR (the timekeeper) know. But then again our exempt employees very rarely use all their PTO anyway...even if we counted that as PTO.

For exempt employees, the hours shouldn't be a factor. Your PTO policy should guide it... which would likey state that a PTO day is for the full day (however you define a day - 10 hrs or .
The fact that the person worked more than 40 hrs during a week shouldn't factor in if the person is truly exempt.
