There isn't going to be a hard and fast answer on a question like this. There are a considerable number of variables involved. A few off the top of my head I can think of:

1. Scope of services
2. ROI
3. Profitability of vendor
4. Employee demographics
5. Region

It would really need to be worked on a case by case basis.
