Does anyone offer paid vacation and/or paid sick time to their part-time employees? If so, how do you work the accrual for them?

We do -- it just accrues at a pro-rated basis. If someone is accruing 3 weeks vacation per year and works FT, they'd get 10 hours per month. If someone accrues 3 weeks vacation per year and works PT (20 hours per week), they'd accrue 5 hours per month.

Does that help?

That does help, do you offer both sick and vacation time to part time employees?
