Company asks to cancel vacation - policies?

Are there typically policies in place for compensating employees for vacation costs when employer requests employee to cancel vacation last minute?

For example: employee books a non-refundable flight and hotel for vacation, but is asked to cancel vacation.

No, there are not "typically" policies for this. If business necessitates that the employee have to cancel his or her vacation, I would think the employer should pick up the tab, otherwise, how really necessary is the request?

Did the employee have a prior vacation request approved? Or did the employee go ahead and book vacation without prior approval?
