I am developing a pay scale and am wondering how to age the data from the surveys I have. Is there a standard multiplier I should use?

Again I would strongly recommend to anyone in compensation to get the book titled Compensation by Milkovich and Newman ...from there, they state that "the amount to updated (often called trending or aging) is based on several factors, including historical trends in the market economic forecasts, prospects for the economy in which the employer operates, and the manager's judgment, among others"

Right now, current time, I would actually expect compensation to either stay even over the last year or even decrease by a multiplier. Again it depends on many factors. But I know of very very few companies giving any kind of standard multiplier increases at this time. Maybe in 6 months to year, but not right now.

I agree. We are hoping by 1/1/2010 we can negate the 10% salary reduction that has been in place since May 1st. That will be our "increase" for the year!
