Executive Compensation Package on a Budget

We are a very small start-up company that has has good success so far and wish to hire a legit Operations Manager/COO. Our problem is we are on a shoestring budget without the growth we hope he/she will bring. We know we will have to ask all good candidates to take a significant pay cut but we want to offer a high reward for success in taking the high risk of joining us full time. How do we show that in a scalable compensation package with short and long-term goals?

Again I will suggest getting the book "Executive Compensation" by Bruce Ellig. He talks alot about compensation for executives at different stages of a company's growth. If I remember correctly (and I might not), he suggests giving an ownership/stock stake in the company to offset lower compensation. Or other non-financial perks.
