That's a very very broad subject with major implications for your company - good ones if its done right, bad if its not. The topic is, in my opinion, far too broad for you to get any worthwhile answers on these forums.
I suggest that you start at worldatwork.org This is the former American Compensation Association. They have an excellent list of publications, books that you can order (although I think you could probably find them all for less on amazon.com)
You might also wish to source a consultant if you want to speed up the process.

There is no such thing as basic pay structure information. Developing a pay structure is a major large scale project requiring lots of time and attention from a senior-level compensation specialist with many years' training and experience in this field.
I've said it before and I'll say it again - I find your determination to reduce our profession and what we do to "basic" things that anyone can learn in a few minutes for free on an internet chat forum to be demeaning and insulting.

Hi Hrbth, Can you stop to answer my questioner? Be patient! I am sure that you are here only for getting some clients/commercial purpose. Forumâs aim is not for commercial only. I understand, you are very learned person. But you need to respect others individuals too. Thanks for understanding!

I would be more than happy to respect you if you'd first show a little respect for me and my profession. All you've done since you came to these boards is heap insults and demeaning comments on the HR profession, and when I very naturally ask you to stop, you respond by attacking me personally.
Any well-mannered person would have seen that he'd maybe gone a little too far with the insults and apologized like a man, but no, not you, you just continue insulting away!
Finally, I am absolutely not here for commercial purposes, and every single other member of these forums will attest to that - if they can be bothered responding to you at all after the demeaning comments you've made about them.
