One of my global offices decided to communicate merit salary increases via a glossy, four-page marketing handout.
I find that this type of communication medium would cause numerous confidentially exposures (leaving this handout around cubicles, etc.)
What is your viewpoint?

By global do you mean one of your international (eg. non-US) offices?
While it sounds a bit unusual, you might want to check with your office to see why they did it this way. Oftentimes when weird stuff like this happens there's a good reason for it.

If it lists individual employees by name and what they got I would be concerned. If it is just a "Hey, we are getting merit increases and here is how it works" communication, I wouldn't worry about it. I might consider stealing the idea for the future though.

It is actually informing the staff of their increase in this packet.

In this dismal global economy, doing something to highlight some good news might be very worthwhile. And raises certainly fall into the good news category!

It's possible that this is just how employers do it in Ireland. While I'm sure you know your organization has to follow the HR laws of the ex-US country it operates in, it's also a good idea to follow the HR practices of that country too.

I don't know about the Irish coffee in the morning, but I do know that it's SOP to drink beer and wine (sometimes a lot) at lunchtime. And then do not-very-much through the afternoon.
