In need of a NY Salary Survey

We are a non-profit Mission organization in Ossining, NY (Westchester County) and I recently started as their HR Manager (never had one before). When I was going through the employee salary breakdown, I noticed a number of our employees seemed to be paid low. When I asked the Director if we had a Salary Survey, she said no. When I asked our Accounting Supervisor why, she said we didn't have it in the budget to spend a few hundred dollars on getting one. So, needless to say, it has made my job difficult trying to figure out what other non-profit mission organizations pay their employees because we can't afford to purchase a report. My question is, does anyone know where I might be able to get a "free" salary survey report for organizations such as ours? Just doing a search I came across something from PNP NY Salary Survey and it seemed ok, but it didn't have a complete list of all non-profit mission organization job titles.
Anyway, any info or guidance you can give me would truly be appreciated.

While I do think different non profits could have a very wide range of job descriptions and also budgets, you might try:

It does have some figures by operating budgets.
