Does your company have an on call pay program? If so,
Is the pay policy different for Exempt/NonEx? If so, how?
What period of time is covered by employees on-call?
Must the employee carry a pager or provide number where they can be reached?
What is your call back policy? Ex, Those that actullay receive a call v's those that don't. Is there a pay differential?

Coming from healthcare I've worked in lots of on-call situations, which are handled very differently from one place to the next. In one job I was an exempt manager who received no additional compensation and was on call for 24-48 hr stretches, had to carry a beeper and had to call back within 5 min, 30 min or an hour depending on a code system (red/yellow/green). Frankly, I hated it. Especially when non-exempt employees got on-call pay when they had to do it (union environment). However, if you're going to implement a formal on-call system, you have to give people pagers, and you should pay them an on-call rate, with a premium if they have to come in to the office (but not for just responding via phone). After all, you want them to treat it seriously, and you want some equity in how people manage on-call responsibilities. Paying them will reinforce that this is work time, and they should meet certain expectations. I would suggest a flat rate with a differential for coming in (which could be a flat rate per hour plus travel time).
