Does anyone have experience creating a 3-year plan for an H/R Dept.? What should it include; how specific should it be? Any info./advice would be greatly appreciated.

Have you ever conducted a SWOT analysis? Strengths, Weaknesses, Opportunities and Threats. They can act as part of an outline to get your started. In looking at threats, what are the competitive threats to your company, competition in the recruiting arena for the type of employee you hire, the H1-B situation if you recruit internationally as it is going to cost more so your budget will increase, situations along this line. Look at the strengths and weaknesses of your department, ie, response time to employees, lack of appropriate HR software, low turnover rate, not enough people to do the work, lack of organization, etc.

This can give you a start in looking ahead. Read related periodicals to get a feel for your company's serivce/product. What is the market outlook? Is your workforce going to shrink or increase; what colleges provide the degrees suitable to your work?

What may be difficult is creating the budget for a three year plan if it is required. Read Dept of Labor information to ascertain where salaries are headed, what jobs are scheduled to be in the forefront over the next few years.

Good luck.
