In our organisation we are considering a similar format - Best Practice Breakfasts.
We will also use external speakers to provide information. However, we will also bring in a host of customers and suppliers - an ideal opportunity to send out the right message.
More importantly, we are going to incorporate internal speakers, e.g. a finance representative will give a talk on claiming expenses and departmental budget control. It is an ideal opportunity to enforce policy that may not be adhered to, and can promote discussions within the group on process problems and possible solutions.

How about your health insurance company or a local healthclub for wellness, someone from the school system for non-credit or credit continuing education, or even a humorous speaker.
As a caveat, check your regs about meal periods, and don't make the L n' L's mandatory if employees are to be work-free for xx amount of time per shift; that way no one can claim they were not completely relieved of work for the duration of a meal period.
