Can anyone explain the difference between a policy manual and an employee handbook? I am in the beginning stages of developing policies and procedures for the company I work for and was going to put them in a handbook format, but my manager asked about a policy manual. Which is better and how are they different?

Our policy manual is just that. All policies pertaining to the entire running of the organization are included in it. We have sections on security, employee benefits, fiscal administration, general, support services and human resources.
Our employee handbook deals goes over the general areas that an employee needs to know or asks frequent questions about and gives a brief summary of what the policy is. Then if the question cannot be answered there, it refers them to the exact policy number.
We maintain policy manuals at various locations throughout the organization where employees can have access to them. The manual is a 3" 3ring binder and is full.
The employee handbook is a smaller sized bound publication that can be easily updated as needed.

Handbooks describe in general terms information that employees need access to on a regular basis and an overview of the organizations policies. A policy manual defines in very specific terms, the policies and procedures necessary to operate the enterprise. Both are important and necessay.
