Government Employees and FLSA exempt status

I work for a large state agency. We have FLSA exempt and non-exempt employees. Our FLSA exempt employees are allowed to accrue up to 80 hours of compensatory time. Our policy says they must have pre-approval for accumulating comp time and that use of the comp time is also pre-approved. Pre-approval normally reserved for working on special projects or legislative session etc... Any hours worked over the 80 hours does not accrue any additional comp time.

We have a policy that all employees must accurately record the hours they work on a timesheet. When hours are accurately recorded, comp time is automatically accrued. This causes problems with pre-approval because if an exempt employee is merely working the needed hours to get the work done and accurately records the hours, then accrual not related to special projects or legislative work happens.

Sometimes employees are told to only record 80 hours on a timesheet, if they are not pre-authorized for compensatory time regardless of how many hours they work. This results in employees essentially falsifying timesheets and supervisors knowingly signing them.

There seems to be no clear and easy way to solve the problem if compensatory time accural is allowed. I am interested in hearing from other HR Managers in government agencies.

Do you allow exempt employees to accrue comp time? How much? How is it structured? Does it work for you?
