You might look at a free program like PHP...here is what our free one states at the bottom: "Powered by Apache ± MySql ± PHP Company Name Timeclock 1.04"

The only bad thing about it is how it handles (or doesn't handle) daylight savings time changes.

We use a Lathem timeclock with swipecards. It has a software program that helps you keep track of everything that is pretty straight forward. If I remember correctly, it was about $500 at office depot.
