i am trying to set up a cell/mobile phone reimbursement. Currently we are getting family plans and some abuse over submitting expenses. I am looking for some ideas on how to come up with a fare solution for business cell usage versus family plans or personal use. Also a way to keep international cell phone charges down.

The single best solution to this that I have ever used or known involves company provided cell phones with NO non-business use authorized.

Well, since I know the organization and the amount of time, perhaps some of my thoughts would help.

I don't think you have a one size fits all solution. You might want to consider adopting one standard for consultants/sales employees who are travelling more than 25% of the time. Those who travel internationally might have a higher standard reimbursement amount. You might want to have another for those who don't travel but who have to be accessible for clients 24/7 such as your onsite recruiters - these would probably be a lower reimbursement level than the first group. Customer service people might also fall into this category.

I think I prefer the reimbursement route rather than company phones with no personal calls. People don't want to carry two phones around (the company phone gets left behind first), so reimbursing up to a maximum amount per category of employee might be the best way to control your costs so long as the amounts are reasonable. With that containment measure in place, you won't have to track family plans, etc. - what you save on administration would offset the random abuses in most cases.
