My organization has been approached a few times about creating jobs specifically for individuals with disabilities. At this time, all employment is competitive - so a person with a disability could certainly apply and be considered for a job - and would be hired if the most qualified. But we don't take affirmative steps to specifically create jobs for individuals with disabilities. The economic situation doesn't help matters much, as some positions may not be filled at this time if they are vacated. I want to respond to the most recent request with an understanding of how other companies approach this topic.
Is competitive employment without regard for disability the norm in most industries and companies?
What would be the business case for creating jobs for individuals with disabilities? - beyond the obivous good will and positive image
Hope to hear a robust discussion of the opportunities and challenges around this topic.

It is my understanding that there are some business tax breaks for companies that employ certain groups of disabled individuals to get them into work. I think that Kroger (grocery store chain) is one company that does this. I know there are others. But I haven't done a lot of research to see what the employer gets.
That said, I would be very very careful on how you state how you handle applicants with disabilities. Failure to hire any, even if others are more qualified, could lead to a disparate impact case if your job requirements aren't essential tasks. The best way to protect yourself is through accurate job descriptions that include physical/mental characteristics needed for each job.
