Absenteeism Management - Best Practices

Hi Everyone,
Looking for some best practice advise in managing incidental absenteeism.

Currently, my company runs all of our sick time through our Short-Term Disability Process (ie. we don't have sick days). If an employee is sick for a day, it's considered 1 day of short term disability. After 3 days of consecutive illness, the employee is referred to the company we outsource our short term disability case management to.

The issue I am currently trying to resolve is around the poor management of absenteeism that is less than 3 days (our STD case management company is excellent at providing rigor to managing absenteeism over 3 days), but employees who are off many days over the course of 6 months don't get referred to our providor and fall through the cracks.

We use progressive discipline for employees, but that is usually once we have a problem on our hands, as opposed to proactively managing.

Can anyone recommend other practices to use in conjunction with progressive discipline? Maybe alterations on sick policies where employees are unpaid for sick time after a specified amount fo absences?

As you can see, automating time and attendance helps to identify absenteeism trends and abuses, allows you to control absenteeism costs, and reduces unscheduled absences.
