I would think for the city in which the employee resides.
However, the best place for an answer to your question is your state comptroller's/treasurer's office.

In my experience, not in Delaware but another state, ultimately it could be both.
In OH the tax is withheld based upon where the individual works. In some communities reciprocity exists so that the individual does not also have to pay city tax where they reside. Unfortunately this is not true in all locations.
Consequently the advice to seek advice from the state is appropriate.

In addition to the well stated comments above you should note that often times even though the employee may have multiple taxing obligation at the city or township level you may not have a legal obligation to withhold these taxes. The employee however will still have the obligation.
