Help with a performance review

I have a first year annual review approaching for an HR assistant and have two problems I am not sure how or whether to communicate.
1. Our CEO tries to get a plant in every dept. and this person is ambitious enough to see that as a good thing and take the bait.
2. Passive aggressive behavior - employee tries to keep a calm, friendly demeanor, but there are enough little kneejerk reactions or moods to make work a minefield.

Not sure what to do, if anything, and would love others to share if they have been in this environment. Thank you.

I don't see how you can address #1 as performance issue. All you can do is watch what you say and make sure your own behavior is above reproach...which given the environment you describe, you should be doing anyway.

As for #2 you need to give examples of specific behaviors.

I agree with Cynbrandt on #1. Even though I am the only HR person with our company, I know that other employees will go directly to their boss, execs or even the CEO with any information I give -- especially if they don't like it. I just make sure that (1) I have my facts ready and (2) everything I have said or done is above reproach. I don't have the time or energy to worry about it otherwise. Sometimes I get overruled...but most of the time I do not because I also have built a good relationship with the bosses, execs and CEO.

As for #2, I agree that we would need examples.
