If we find our promotion rate is relatively low in comparison to the "average" then we would work to increase it, there is not a problem other than that that we would be looking to fix. Voluntary turnover is fairly low and the reasons do not correlate with promotions or lack there of.

A couple of thoughts:

1. why look to solve a problem that apparently does not exist?
2. Organizations have flattened considerably over the past 5 years so promotion rates have slowed as well.
