No, I'm not the supervisor but loud talker's supervisor is in another state. And they've actually never met. I didn't feel it was appropriate to contact the manager because of the logistics but maybe I'm wrong?

Yup, you're wrong. It's up to Loud Talker's manager to have a "little chat" with LT, no matter where that manager resides. You need to tell the manager and let the manager decide what to do next. And if the manager asks you to help out - because of the logistics - then (and only then) can you step in.
I can't emphasize enough how important it is to pass this on to LT's manager. If you handle it yourself without LT's manager's approval, you could get into serious trouble. I know for sure that if anyone had a "little chat" with one of my employees without my knowledge or approval, no matter how warranted, I'd flip!

In some manner, the powers that be determined that loud talker would be supervised by a person in another state. That person is paid by the company to perform these tasks and the company has a valid expectation that the management functions need to be carried out by the person being paid to do so.
I would hold onto that thought until instructed by the right level of authority that is is the OP's job to handle this type of thing.
Don't look for trouble or it will find you.
