I'm grappling with something that happened here this afternoon and I'm not sure if this was sadistic behavior on the part of my manager or just my imagination. Without giving specifics, she is very well connected with the owner of this company , not knowing anything at all about Hr, so lets just say she doesn't have to worry about ever getting fired. Anyway, one of us in the HR dept. was filling out a vacation slip, along with that she has to fill out a delegation form. She is in charge of recruiting and visas.I have always signed as her delegate, because she would do the same for me, not really thinking about the fact that I know nothing about visas. But, visas have always been a sore spot in this dept. because myself and the other girl don't really want to do them because we don't understand them and besides the manager had always said that she would do them becaused she is of foreign citizenship herself, so she knows more about them. Don't get me wrong, at any other company I wouldn't mind attempting to do them, but, whenever there is something done wrong here, she is quick to blame and she really expects you to absorb the blame. She will carry on like we are never supposed to make any mistakes, that each one is irreversible and major(even though they are not).Flat out, she is a bully and will make you pay for the information you do know about HR. I did sign my colleague's sheet, but, then the manager came in and started riding myself and the other woman about having to do the visas-"even though I know them" "I won't help you ". So of course, she got the reaction she was probably hoping for, I said I wouldn't do them, because I dont know how to. Anyway, she got us all fighting with each other, the poor woman who wanted to take a week off, left here in a huff, called me up and reamed me out, then called the mgr. The mgr. then came into our office and proceeded to tell me how this woman was very very angry. Excuse me, I told her that she was.She actually had a smile on her face as she said that she deliberately said what she did because we other two keep claiming to not want to take "ownership" of visas in the event this one woman is out. Now, I feel as though I'm pushed into a corner because I either have to say, I'll do any visas that come up while she is gone, but, heaven help me if there is an error. Wasn't this kind of mean spirited of her? Or am I being too sensitive

To tell you the truth, I can't keep track of who all the "she's" are in your scenario. And this is one reason why I tend to prefer to work with mostly men, even though I am a female.

The best and most professional response here is to take the high ground. Do any and all Visas and anything else that needs to be done. Does this make you any more valuable? Will you have more skills and experience?

You are getting paid to do HR work so just do it! IMHO you need to move along.

I'll piggyback on both my colleagues here and say they are accurate and spot on. I will add that I see a tremendous amount of immaturity here and if any of these people worked for me they probably wouldn't for long.

I have a different view. I agree with you, don't do them if you don't understand them. Your job is HR, but somethings I will not do if I am not properly trained and have legal advice. I would request training and develop a relationship with an immigration attorney.
Homeland Security is not a place to "pretend to know". I am well respected because of this and I have learned more by doing this.
